RSPCA NSW does not condone puppy factories. 

No animal should be subjected to constant breeding especially when its owner is profiting from this practice. 

But our hands are tied. Unfortunately, puppy factories are legal. But breeder accountability can be improved. We can only seize and prosecute a puppy farmer if we find breaches to the law.

There are over 10,000 registered breeders in NSW. We have 30 Inspectors in total that must respond to over 15,000 cruelty complaints. So it is impossible to be as proactive as we would like.  

Imagine if we could assemble a dedicated group of inspectors who could proactively visit registered breeders to ensure they were abiding by the law? 

We are asking the NSW Government to impose a small levy of as little as $50 per year to be paid by all registered breeders. This levy could fund a dedicated task force of Animal Welfare Inspectors who will proactively police the industry to ensure there are no breaches of the Prevention of Cruelty to Animals Act and the Animal Welfare Code of Practice – Breeding Dogs and Cats. 

Reputable breeders should support this levy and those doing the wrong thing will be held to task.
